HKP Warehouse

The three Herbert, Kimberley and Phillpotts warehouses were, until June 2019 the offices of Gloucester City Council, located in the heart of Gloucester Docks. Since leaving the 70,000sqft property the Council has entered a development agreement with Dowdeswell Estates to buy the property and to redevelop it as high quality hotel accommodation, meeting a much needed demand in the city centre and in an attractive waterside setting.

Gloucester City Council moved its staff out of their offices at the Docks in 2019 and is discussing the finer details of a development agreement with a prospective buyer. The council reached an agreement in principle with the buyer but no formal exchange of contracts will take place until planning permission is granted.
